Titre temporaire : E-santé: les enjeux d’être connecté en santé

CONTEXTE

L’émergence d’Internet, jumelée au développement fluctuant des appareils mobiles, ont transformé les pratiques des individus dans tous les domaines de la vie quotidienne : socialisation, éducation, économie, santé. Les mutations affectant les rapports à la santé par l’entremise des technologies de l’information et des communications (TIC), le rythme accéléré de l’expansion du marché des applications mobiles et les délais de la recherche en santé des populations à évaluer leurs applications, soulèvent de multiples questions éthiques, déontologiques et juridiques en dépit de la pertinence de ces TIC pour la santé des populations. Ces applications mobiles, tant à l’usage qu’à la conception, visent à proposer des solutions en santé des populations permettant de rejoindre des personnes vulnérables en situation de crise, de soutenir des individus dans l’autorégulation et la prévention de comportements à risques ou encore de contribuer à la démocratisation de l’information sur la santé et la surveillance continue de l’état de santé de la population. Toutefois, ces applications favorisent certaines dérives comme la quantification des comportements des individus, la surveillance voire le contrôle des pratiques quotidiennes, et la commercialisation de produits non régulés. Par ailleurs, ces applications, relevant du cadre plus général de l’univers en ligne et des réseaux numériques connectés, échappent aux lois conventionnelles entravant leur régulation. La variabilité de la qualité de l’information et les risques de décontextualisation des comportements individuels ou collectifs en santé poussent la communauté scientifique à s’interroger sur les conditions d’utilisation de ces dispositifs, notamment au regard de la protection des données personnelles médicales et des conceptions du corps et de la médecine sous-jacentes. En effet, l’évolution fulgurante de ces technologies, comparativement aux études académiques, complexifie l’anticipation des problématiques et la mise en place de solutions fiables. Face à ce manque de données, on observe une volonté des universitaires chercheurs d’encadrer la régulation de l’industrie des applications mobiles en santé au travers de la mise en place de collaborations avec les différents acteurs impliqués et de l’appréhension des problématiques sous différents angles afin d’ouvrir un dialogue et proposer des alternatives.

OBJECTIFS DE L’OUVRAGE COLLECTIF

Les regroupements stratégiques TIC & santé et Éthique du Réseau de recherche en santé des populations du Québec (RRSPQ) lancent un appel à propositions pour un ouvrage collectif qui réunira différentes expériences, qu’elles soient de recherche ou professionnelles. L’objectif est de créer un espace de réflexion permettant de dresser un portrait hybride des différents enjeux éthiques, déontologiques et juridiques dans le développement et l’usage des applications mobiles. À terme, il s’agirait de s’assurer que ces dernières demeurent au service de la santé des populations.

Les thématiques suivantes peuvent être abordées (liste non exhaustive) :

  • Éthique des usages d’applications mobiles en santé
  • Déontologie et design d’applications mobiles pour la santé
  • Législations et applications mobiles en santé
  • Applications mobiles en santé et big data
  • Gouvernance et applications mobiles en santé
  • Applications mobiles en santé et marketing

L’ouvrage sera publié aux éditions des PUM et sera relu par un comité de pairs avant publication.

Book Chapter - Call for Proposals

Temporary title: E-health: the challenges of being connected in health

 

CONTEXT

The emergence of the Internet combined with the ever-changing development of mobile devices has transformed the practices of individuals in all areas of daily life: socialization, education, economy, health. Changes in the relationship to health through information and communication technologies (ICTs), the accelerated pace of expansion of the mobile application market, and the delays in population health research to assess their applications raise multiple ethical, deontological and legal issues despite the relevance of these ICTs to the health of populations. These mobile applications, both in their use and design, aim to provide population health solutions to reach vulnerable people in crisis, support individuals in self-regulation and prevent risky behavior. They also contribute to the democratization of health information and the continuous monitoring of the health status of the population. However, these applications encourage certain excesses such as the quantification of the behavior of individuals, the monitoring or even control of daily practices, and the marketing of unregulated products. Moreover, these applications, falling within the more general framework of the online universe and connected digital networks, escape the conventional laws that hinder their regulation. The variability of the quality of information and the risks of de-contextualization of individual or collective behaviors in health push the scientific community to question the conditions of use of these devices, especially with regard to the protection of personal medical data and underlying conceptions of the body and medicine. Indeed, the rapid evolution of these technologies, when compared to the speed of academic research, makes the anticipation of problems and the implementation of reliable solutions more complex. Faced with this lack of data, there is a willingness on the part of academic researchers to contribute to the regulation of the mobile health applications industry through the establishment of collaborations with the various actors involved and the fostering of understanding from different perspectives in order to open a dialogue and propose alternatives.

OBJECTIVES OF THE COLLECTIVE WORK

The ICT and Health and Ethics Strategic Groupings of the Quebec Population Health Research Network (QPHRN) are launching a call for proposals for a collective work that will bring together different experiences, both from the research and professional perspectives. The objective is to create a space for reflection to draw a hybrid portrait of the different ethical, deontological and legal issues in the development and use of mobile applications. Ultimately, it would be a question of ensuring that the latter remain at the service of the population's health.

The following topics can be addressed (this list is non-exhaustive):

  • Legislation and mobile applications in health
  • Mobile applications in health and big data
  • Governance and mobile applications in health
  • Mobile applications in health and marketing

The book will be published by the PUM editions.
